History

The implementation of this lato sensu graduate course, within a Technical Residency format, constitutes a pioneer proposal of postgraduate in this field. It was approved in all instances of UFBA in 2011 (PROCESS No. 060417/11-52). It involves various levels of professional qualification, different social instances, besides promoting support for professionals in this field, within suburbs and small towns, as a means of increasing the right to decent housing, based on the Federal Law No. 10,257/2001, the Statute of Cities and the Federal Law No. 11,888/2008, of Public and Free Technical Assistance for Social Interest Housing.

The proposal was based on the results of activities developed by LabHabitar, a lab created since 1993 under the PPGAU-FAUFBA, to promote research, teaching and outreach, focused on housing and city. It integrates teachers, researchers, graduate and postgraduate students, and also communities involved in the design process. This Technical Residency responds to the needs of professional and social movements, aimed to achieve decent housing, to facilitate training and technical assistance, systematically and continuously, facing the wide and complex urban challenges in Brazilian cities.

From its initial formulation, the course is supported by a wide range of professors from FAUFBA, undergraduate and graduate students, with the partnership with EP-UFBA, which has also been developing experiences in this area at undergraduate level. After appreciation of the Collegiate of PPGAU and the university council, the proposal was approved by all university instances since 12/5/2011 CAPEX, responsible for lato sensu courses. In 2012, support was sought for support, along with other institutions working in this area, for the implementation of the complementary activities planned, such as allocation of resources for daily and transportation, with a view to internalization, contracting services for assembly of Demand Bank and Bank of Projects, as well as scholarships to enable the exclusive dedication of future residents.

To this end, proposals were submitted to the National Superintendence of Technical Assistance and Sustainable Development of CAIXA (GEAST), the Secretariat of Planning (SEPLAN) and the Secretariat of Urban Development (SEDUR), Bahia, and the Ministry of Cities. These institutions expressed their interest in supporting this initiative, as well as professional institutions such as the Architecture and Urbanism Council of Bahia (CAU-BA), the Institute of Architects of Brazil - Department of Bahia (IAB-BA) and the Regional Council of Engineering and Agronomy of Bahia (CREA-BA). In 2013, aiming the implementation of a first edition, was increased along with the faculty of 25 teachers initially accredited, details of the planned activities for that constituting the Coordination and the Board pro tempore, with a view to its inception in 2013.2. From this first edition, will be continued the development along these institutional partnerships and seek support from other institutions in this field.

The success of this initiative, when implementing this first nucleus of Technical Residency in AU+E in Brazil, brings a way of replication in a national network and a mobilization of international competences, encouraging new possibilities of cooperation and exchange of experiences. It is strengthened, as well as a technological innovation focused on social interest in the area of operation and an insert in the public university in the achievement of better and more equitable cities.
